Description

Deceased was driving a horse attached to 10 full tubs on a road dipping about 1¼ inches per yard in the direction in which he was going. He had stopped the set to take out drags from the front wheels of the last two tubs and had then got on to the first tub and started the horse, the horse stumbled and deceased moved back on to the second tub and the horse fell, upended the first tub and caused the second tub to roll over and he was crushed by it. The road was 6 feet high and 6 feet wide and was in good order, and there was nothing observed to account for the horse falling. The Local Inspectors reported in connection with the accident "that no blame can be attached to anyone."
